OpenTofu 1.13 adds Windows ARM64 support and smarter planning

OpenTofu 1.13 is out with official Windows ARM64 builds, new convert and assume functions for clearer plans, and experimental built-in linting and Symbol Libraries. WinRM support has been removed, and this is the last release series with 32-bit 386 and ARM builds.
