Tailscale's Tailcat connects two PCs without public IPs

The Tailscale team released Tailcat, a tool that links two computers directly without an account, public IPs, or port forwarding. The generated address carries public, discovery, and pre-shared keys to bootstrap a connection through a DERP relay, which then switches to a direct path.
