US nuclear regulator greenlights early work on 680-MW small reactor in Michigan

The US Nuclear Regulatory Commission on August 28, 2026 granted Holtec an exception for early construction work on two SMR-300 small modular reactors at the Palisades site in Michigan. The approval covers earthworks, dewatering and pit walls; the two Pioneer units will total 680 MW. It is not a permit to build the reactors.
