Leaked EU Draft Replaces Hydrogen Quotas With Credits After 2030

A leaked European Commission impact assessment suggests replacing binding national RFNBO consumption targets after 2030 with an indicative EU renewable-hydrogen goal, financing measures and a credit mechanism. The central scenario models 18 million tonnes of electrolytic hydrogen consumption in 2040, versus 8 million tonnes in the low case.
