Clearview AI operational at BIA months before new facial recognition procurement

The Bureau of Indian Affairs was already using Clearview AI for investigations by January 2026, nearly eight months before a September 18 notice seeking a sole-source contract for six facial recognition accounts. A 2021 GAO survey had reported no facial recognition activity at BIA.
