The Quantum Hub report maps AI value chain actors and control attributes

The Quantum Hub published a report in September titled 'Functional Taxonomy of Actors in the AI Value Chain', defining eight classes of participants and five functional attributes of control. The authors argue India assigns duties to those who cannot fulfill them and propose distributing responsibility based on actual control over model output.
