Russia limits new cryptomining grid connections to interruptible power
Government Resolution No. 1300, dated October 6 and effective October 9, requires new crypto mining facilities to connect under Category IV reliability, which allows unlimited power interruptions with no guaranteed restoration deadline. The Energy Ministry says the measure prevents mining demand from creating capacity shortages for other consumers.
- Connections require loads above 5 MW and voltage of 6 kV or higher
- Category IV was introduced in February 2026 for interruptible consumers
- Cancelled applications may not get a full refund of connection fees
- 38 data center projects worth 128.6 billion rubles paused in three years
