OpenAI shuts down Evals: data inaccessible after November 30

OpenAI is ending its hosted Evals service: evals become read-only on October 31, and on November 30 the Evals dashboard and API, Agent Builder and the v1/prompts API will be shut down. OpenAI recommends migrating to Promptfoo or exporting data via the API before the cutoff.
