DeepSeek and MiniMax cleared to export AI models under China's new rules
DeepSeek and MiniMax became the first Chinese AI firms to complete registration under export controls proposed on 16 October, securing open-source and overseas licensing rights. - 23 AI technologies added to China's export control list; public comments close 15 November
- Ban covers models trained on China's core data and agents for defence or core government affairs
- Restrictions apply above 10^26 training FLOPs, 2 trillion parameters or global top ten
- API calls, apps and SaaS do not count as technology exports
