DeepSeek and MiniMax complete China AI export registration

DeepSeek and MiniMax have completed registration under China's draft update to its technology export catalogue and moved ahead with open-source releases and overseas licensing. DeepSeek open-sourced its DeepInfer inference framework on October 20, while MiniMax added a compliance review for local deployment in the US, EU, UK and South Korea.
