South Africa orders Icasa to rewrite network-sharing rules

Communications minister Solly Malatsi signed a policy direction on 19 October asking regulator Icasa to review the 2010 Facilities Leasing Regulations and draft rapid deployment rules. Icasa must define essential facilities, consider wholesale rates, build a central GIS database of networks and speed up permits.
