300-plus local data center bans have only delayed three US projects

SemiAnalysis found that over 300 local data center moratoriums cover about 20 GW but have delayed only three projects totaling roughly 2.3 GW out of 21 GW in affected areas. Its forecast of 38 GW of US data center IT capacity in 2027 has barely changed over the past year.

• Moratoriums cover ~20 GW, with only ~1.5 GW delayed and 0.8 GW more in New York
• Of 38 GW due in 2027, 22 GW is under construction and 16 GW is financed
• Over 400 local instruments tracked across 17 states, including permanent zoning bans
• Texas TCEQ permit pause until mid-December is a separate risk
