US tech lobby study: EU cloud sovereignty law could cost Europe €115bn
A study by Brussels think tank ECIPE, paid for by CCIA Europe — whose members include Amazon, Google and Meta — estimates the EU's Cloud and AI Development Act (CADA) would cost €115bn over ten years. Scenarios range from €35.6bn to €233bn, while the European Commission's own upper estimate was €18bn. About 69% of the total is software migration and rewriting, and 30% is higher cloud prices.
- ECIPE's central estimate is €115bn for 2027–2036
- Scenarios range from €35.6bn (narrow) to €233bn (broad)
- About €80bn would fall on private firms in energy, banking, transport and healthcare
- Luxembourg faces the highest per-worker cost at about €1,711
