Semicon 2026: IT Minister Ashwini Vaishnaw talks about 6 pillars to build India’s semiconductor industry

IT Minister Ashwini Vaishnaw at Semicon 2026 presented six directions for the second phase of India's semiconductor program: chip design, equipment and materials, fabs, advanced packaging, R&D and talent. The goal is to support at least 200 design startups and build 3D packaging production in Odisha.

• First phase involved 105+ startups, about 20 received venture investments of 800 crore rupees
• Semicon 2.0 aims to support at least 200 chip design companies
• 70,000 design engineers trained in four years out of plan for 85,000
• Over 400 universities gained access to EDA tools from Cadence, Siemens and Synopsys
