THX-01: open decision model with free API hits 98.4% accuracy

Hal-X has open-sourced THX-01, a 322M-parameter decision model under Apache 2.0, and made its hosted API free. It returns calibrated probabilities for classification tasks in a single ~10 ms forward pass, scoring 98.4% accuracy on a 2,843-ticket benchmark versus 97.4% for TypeSafe Jev 1.13 and 92.8% for Kev-4B.
