Vantage Data Centers ran diesel backup generators for nearly 24 hours at its VA2 campus in Sterling after onsite gas turbines failed, during a Code Red air-quality alert. Virginia DEQ said it lacked authority to stop the generators, as 189 of the state's 197 data-center air permits are classified "minor" and require no public review.
