Japanese researcher proposes audits and penalties for AI street surveillance
Yusaku Fujii, a professor at Gunma University in Japan, designed the Verifiable Record of AI Output (VRAIO): an independent Recorder checks operators' declarations about camera footage and logs decisions to a tamper-resistant ledger. False declarations are caught only by unannounced audits, with penalties including fines and criminal liability.
- VRAIO checks operator declarations on cameras, time range and purpose
- The Recorder holds no decryption keys and cannot access footage content
- Only unannounced audits can catch false declarations, not automation
- Fujii proposes three stages, including AI streetlights and behavior profiling
