EU chief wants joint response to cyberattacks, sabotage

In her State of the Union address, Ursula von der Leyen proposed an Emergency Security Protocol modeled on NATO's Article 4: one member state could convene all 27 governments to coordinate a response to cyberattacks, sabotage and drone incursions. A European Security Council and a strategic capabilities instrument were also announced.
