Norway to Overhaul Data Center Rules as Foreign Firms Own 90% of Grid Capacity

Norway's digitalization minister Torgeir Micaelsen announced a white paper to overhaul data center regulation after a Norwegian Board of Technology report found foreign operators control 90% of the country's data center electrical capacity. About 90 data centers consumed 2.79 TWh in 2025, up 70% year over year, while grid operator Statnett has reserved 3.4 GW for them.
