France says Google fines should cut what EU countries pay into the budget

France wants the billions of euros Google has paid in EU fines to automatically lower member states' contributions to the bloc's budget. European affairs minister Benjamin Haddad cited a €4.6bn figure; Brussels has fined Google €10.38bn in total.
