Microsoft unveils Copilot super app with usage-based billing

Microsoft announced a unified Copilot AI hub spanning chat, Office apps, coding and autonomous agents. The new pricing combines a per-user subscription license (USL) with usage-based billing (UBB) for advanced agentic work and frontier models Astra and Fable.

• USL subscription covers Copilot Chat and Copilot in Word, Excel, PowerPoint, Outlook and Teams
• Advanced features Cowork, Code, Autopilot and models Astra and Fable are billed by usage
• Admins can set spending limits and monitor consumption in the Microsoft 365 admin center
• In July the UK CMA opened a probe into how Microsoft informed customers about Copilot in M365
